Watching the Dark by Peter Robinson

Former policeman Bill Quinn is shot with a crossbow arrow on the grounds of his retirement community. Six years earlier, nineteen-year-old Rachel Hewitt went missing while on a weekender in Tallinn, Estonia.

The cases appear unrelated, but Detective Chief Inspector Alan Banks has a hunch that there is a connection. His bosses do not agree.

While under intense scrutiny from the department, Banks and his colleague DI Annie Cabbot doggedly tie the cases together –not without considerable risk to themselves and others.
